The practical means of discriminating against a minority group is to deny their children education and the rest access to work which provides a reasonable income. The fact that such a state of affairs can persist reflects a failure of governments to comply with the law and a failure to operate rational human resources planning for the future growth of economies.
SEEL's direct experience working with advocates against such discrimination has demonstrated that although there are laws against such human rights abuse, that there are a profession of lawyers and advocates, that courts exist and that institutions to oversee compliance of the law also exist makes no effective difference to the human rights abuse suffered by the vast majority of European citizens who are members of Europe's largest minority group. The current motivations of political parties are such that the majority will never experience effective emancipation from this social and institutional discrimination during their lifetime.
After a review of this state of affairs during 2007 with various forums in rural communities, SEEL agreed to initiate an independent self-funded initiative to secure employment, income and training for community members. The vehicle for this initiative is TechneQuality which will provide legally-based contract work for members of these communities on the basis of equivalent pay rates to others in the relevant sector for equivalent work and in compliance with all national legislation and regulations. In addition to providing contract work, TechneQuality will provide personnel training to ensure that contractees attain adequate work performance and therefore enhanced prospects of job security.
All staff positions in TechneQuality are from the communities it serves.
