Hector McNeill
The manager of SEEL is Hector McNeill. Hector was born in Portsmouth on 26 March 1944 and attended schools in Great Ayton and Portsmouth. At the University of Cambridge he completed the Agricultural Tripos and post-graduate work in agricultural economics and political economy including project evaluation and biometry. He completed post-graduate work at the University of Stanford in development economics and systems engineering.

He became interested in economic input-output analysis at university and has applied this to the development of a real incomes approach to economics in 1976 leading on to the subsequent development of Structural Production Functions. He founded SEEL in 1983 and initiated the development of Locational State Theory. After working in logic design for hardware in the early 1990s he switched to software design and script development after 2000. Since 2000 he has been the lead developer of Virtual Client Technology and continues to manage research into low income and minority economics.

He has undertaken several assignments for private corporations, governments and international organizations including the FAO, ICO, World Bank, International Commodities Exchange, the European Commission. In a voluntary capacity he is the President of the George Boole Institute, Secretary General of the European Committee on Romani Emancipation and Chairman of the Board of Agence Presse Européenne.
