Worthy of note .... Alan Greenspan is quoted in a recent Times online article as saying: "...the critical issue in economic policy should not be the financial system. The financial system is the means to an end. The end of course is the level of material wellbeing, the levels of employment and the types of jobs a country creates."










The Plasma Database

At an APE press briefing on 22nd November, 2007, Hector McNeill, Director of SEEL stated that:

"The ongoing problems facing large government IT systems and the latest loss of data on some 25 million people in the United Kingdom show up the need for tighter technical standards to be applied in an environment where political proclivities need to be excluded. Political oversight of IT programmes requires inputs from expertise which is independent of the over-arching standard thought processes dominated by just one proprietary standard. This environment has difficulty in protecting itself from others weaned on the same knowledge base."

He referred to the SEEL Plasma Database approach as an example of a unique approach where the worldwide knowledge base on how it operates is limited to a handful of identifiable individuals; this is a major security advantage. Some of the technical reasons for this security are also set out in the Plasma section. We have joined an initiative by Agence Presse Européenne, E-Mancipation and Real News to disseminate information on the Real Incomes Apporoach to economics more widely through a new posting Real Incomes.

The objective is to promote understanding of the Real Incomes Approach to economics by applying the methodology to the analysis and proposition of solutions to topical economic issues.  You can visit the site by clicking here.




The MicroSoft case

Some interesting facts surrounding the MicroSoft case and the fines levied against the company by the European Commission were revealed during a journalist briefing sesssion at SEEL. Hector McNeill, Director of SEEL, who was a Senior Scientific Officer at the European Commission's Information Technology & Telecommunications Task Force gave a presentation on Policies for Innovation and used this case as an example of decision-making which damaged innovation and did not serve the interests of the consumer or systems developers. Lecture notes and a list...

In light of the interest of higher education teachers in using the book The Briton's Quest for Freedom as a course text we are preparing lecture notes and guidelines entitled Notes on Constitution.

The first set of notes will be published and the end of this year (2007) and will refer to the first edition of the book and will contain relevant references to Constitutional Economics, the Real Incomes Approach to economics as well as tracking the degree to which governance reflects freely determined preferences of the electorate.

This material will provide guidelines on ways and means of designing courses on different aspects of constitution.
TechneQuality


In order to assist those interested in pursuing their own research into this area of work and related topics of Constitution, Constitutional Economics and the Real Incomes Approach we will initiate an email list to provide an open means whereby people can exchange ideas, comments and observations. This List will become part of our Extension activities.





We are pleased to announce the formation of TechneQuality as a service for providing international contract employment for people from low income communities. This service also includes support in the form of training in target work technique and in languages.
